Inps updates the amounts of benefits for involuntary unemployment (Naspi, Dis-Coll, Alas, ISCRO) and wage supplementation (CIGO, CIGS, CISOA) and the wage supplementation allowance paid by the FIS. The ceilings and maximum amounts of the social safety nets will increase by 5.4% in 2024 due to the rise in inflation recorded last year. This information was released by INPS in Circular no. 25/2024, through which the institute adjusts the reference parameters for CIG, Naspi, and Dis-Coll for the new year.
One of the major updates concerns the amount of wage supplementation provided by the CIGO, CIGS, CISOA, and AIS (the new wage supplementation allowance paid by the FIS). All employees, including companies with a single employee, experiencing a suspension or reduction of work activity due to causes provided for by law, can receive income supplementation up to 80% of their last salary, up to a maximum of €1,391.89 per month (€1,311.56 considering the 5.84% deduction specified in article 26 of law 41/1986).
Additionally, the maximum amounts for calculating Naspi, the benefit for involuntary unemployment introduced by the Jobs Act from May 1, 2015, have been updated. In 2024, the maximum amount payable is €1,550.42. The Naspi amount is obtained by summing the pensionable earnings of the last 4 years, dividing the result by the weeks of contributions, and multiplying the total by 4.33. If the resulting amount is equal to or less than €1,425.21 (the threshold amount), the allowance will be 75% of this amount. If it is higher, an additional 25% of the difference between €1,425.21 and the maximum of €1,550.42 will be added.
Similar updates have been made for “Dis-Coll”, the benefit for unemployment for collaborators registered with the separate management of INPS, and for “ALAS”, a benefit for self-employed workers in the entertainment industry, which has been replaced by the new discontinuity allowance from January 1, 2024. Furthermore, ISCRO, the “extraordinary allowance for income and operational continuity” for self-employed individuals registered with the separate management, has been set at a minimum of €250 and a maximum of €800 per month, and can be granted if the income declared in the year before the application does not exceed €12,000.
The unemployment benefit paid in 2024 for agricultural workers, based on the activities performed in 2023, remains subject to the 2023 CIG ceilings, namely €1,321.53. Additionally, the allowance for workers engaged in socially useful activities increases to €691.89.
INPS has also updated the maximum amounts that regulate the payment of the wage supplementation allowance and the emergency allowance in the Credit Fund (Dm 8348/2014). The wage supplementation allowance is a monthly income support for the worker, equal to 60% of the monthly wage that would have been due for the periods not worked, subject to a maximum amount divided into three brackets based on the beneficiary’s gross monthly wage.
On the other hand, the emergency allowance is a monthly income support provided to workers made redundant, who do not qualify for extraordinary benefits from the Credit Fund, up to a certain income level. In 2024, workers with annual tabular salaries up to €48,564.78 can receive a benefit up to 80% of their last salary, up to a maximum of €2,836.78 per month. Those with tabular salaries higher than this amount and up to €63,900.07 can receive an allowance of 70%, up to a maximum of €3,195.61 per month; and for higher brackets, the allowance is 60% of the last salary, up to a maximum of €4,472.65 per month. The emergency allowance lasts for 24 months.
As for the Credit Cooperative Fund (Dm 82761/2014), INPS has only updated the parameters for determining the emergency allowance, which slightly differ from those guaranteed by the Credit Fund. It’s important to note that the wage supplementation allowance paid by the Credit Fund is provided in the amounts specified for ordinary wage supplements.
Overall, the updates to the maximum amounts and ceilings for these social safety nets aim to ensure that individuals affected by involuntary unemployment or reduced work activity have access to adequate financial support in the face of economic challenges and uncertainties.
